System Level Configuration - Group Level Configuration is always mixed up with

When a Configuration is done on Group Level the System Level Configuration is still available e.g. for an_template.

Request is, as soon as there is a configuration done for a presentation group only this configuration shall be used for all users added to this group, not a mix with the System Level Configuration.
