it should be possible to assigen services within the institute MFD and then e.g. all services started with R% can be assigned together At the moment it is not possible to do this on institute MFD, therefore the assignment institute - service needs...
Additional check if an approved report already exist before approving
Under very special timing circumstances it is possible that the system ends up with 2 approved reports. (1 done in eRAD and the other through interface). 2 entries in UBERGEBNIS table causes the reports to not be visible in the application anymore...
