Additional check if an approved report already exist before approving

Under very special timing circumstances it is possible that the system ends up with 2 approved reports. (1 done in eRAD and the other through interface).

2 entries in UBERGEBNIS table causes the reports to not be visible in the application anymore.

I suspect that the eRAD session took longer and the data lock was lifted.

An internal check upon approval if an approved report already exists might be needed.
