ZFP - Request the "Sheet view" function is enabled on all layouts

Customer is using Centricity Web currently, and they request to apply the same CWeb layout function also ZFP.
Currently the "Sheet View Layout" button is grayed out, and it works only on 1x1, 1x2 and 2x1.
Then they requested the "Sheet view" function is enabled on even if it was displayed more than three division layouts (For example, 2x2, 3x2 and so on).
