turn on/off crosshair or cutline in oblique MPR view

customer require UV could turn on/off crosshair in oblique MPR view. because the crosshair could block lesion details when viewing. generally customer will place the crosshair at the lesion area, so when they want to see details the crosshair just block the key area. customer want to turn off the crosshair when need, like AWS.
