UV - All-range mouse drag scrolling feature request

Though manual scroll of mouse drag of V6.0 SP10 was enable in UV application range, after SP10.1 it became in the viewport.

It maybe the design change for "Auto Scroll mode" but customer dislike it because they have to drag more times against previous version.

RA1000 and other vender's viewer can mouse drag scroll beyond the application. And the cursor has gone during the drug.

Customer think those are the best for their operation.

C: This request. It is same as RA1000 behavior.

Probably it is impossible on current latest version and we won't ask to quit "Auto Scroll".

So in addition, we will ask that it should be became selectable by each user between "Auto Scroll" and "All range drag(This request)".
