Include dicom header image 0 in image counts for display Some modalities send first image as image 0 such as Phillips Mx8000 IDT . Dicom tag 0020 0013 but WFM starts count at 1

WFM starts at image # 1 but some modalities send first image #0 which can create confusion for RADS in WFM viewer overlay.
