UV Net New Should Inherently include a Base License Rather than Require Flexera License

It can take days of ITPS effort time to get a BASE license entitled, delivered and installed. this is a complete waste of ITPS install effort time. It is no longer possible that a customer could take UV software, walk down the street and spin up another system. Thus the new for base licenses, is obsolete, and a waste of time.
