UV: Minimum size of thumbnail should be same as large as UV V6.

From UV V7 SP1, thumbnail size is configurable 3 option, Large, Medium and Small, but size of Small is too large.

The user experience is poor for radiologist who are displaying comparison studies together on Navigator because they have to scroll navigator when comparison studies/series are loaded even though “Small” is configured.
