UV Patient Folder: Some tabs with content stay inactive

In the UV Patient Folder, if you default to Study Information and actually have content in another tab, the tab(s) will not display as active. The customer would like to be able to set other default tabs and have tabs with content display consistently (dim when no content, active when there's content).
