Being able to scroll in the navigator

Changing the behaviour of the navigator scroll. When you are scrolling in the navigator, if you are on the black area tehn you can scroll up and down. But if you face an image than navigator scrolling stops and it continues to scroll in the image you land on unless you have that image in any of the viewports.
