UV-Navigator cannot be docked on top under dual-monitor environment

Radiologists always view exams on dual-monitor. And very often they need to pull historical exams to compare. However, when Navigator can only be longitudinally pinned on left/right side, doctors need to pull the bar down and down to pick historical series.

Customers want a more efficient workflow since lots of our competitors allow user to pin the Navigator on top and each Navigator can control each monitor. For example, doctors can drag primary study series down from the left monitor and drag the comparison series from right monitor.

It saves a lot of time to drag the bar down to view comparison study.
