The restrictions of several Word shortcuts/functions in report letter view are related to the integration concept and the usage of protected sections within a document. As a consequence this behavior can't be changed as long as integrated Word with protected sections is used. For the use case that you described are two solutions available:
When a word is opened in background outside RISi environment, the key board shortcuts fail to work witin the RISi editor. Doctors are in a habit of copying/pasting some of the report content from some other word templates which are not in RIS data base. This is because, some of the templates are not formatted or required to be uploaded in RISi as per the user. The content of which is copied from in between (selective text) within the report which is being prepared in RISi report editor. The user forgets to close the outside word document which as a result crashes the word editor within the RISi or disables shortcuts.

Use shortcuts CTRL+A and following in report view (instead of letter view) - then there won't be any issues as no protected sections are available
