GUI for RADCockpit more configurable

GUI for RADCockpit should be more configurable. In particular the funtion of the button for the RIS PACS Integration should be added to the buttons for opening the report, e.g. as a toggle button. This would mean a workflow improvement for the customer. Normally they switched of the RIS PACS Button. When they choose a study from the RIS list and open the report then they also want to see the images without clicking a second time. So they only want to click on button for open a report and the images should also open on PACS without clicking the RIS PACS Button.
