Enhance MSF to support receive patient consent/patient briefing state with procedure requests

sst_pool_untbeh_ext_historie contains the fields

IPER_PATIENT_BRIEFING_STATE and IPER_PATIENT_CONSENT_STATE which can be shown in request information and patient history

For these fields are no MSF fields available as these fields have been used by web order which is EOL.
