WFM True Pacs need to be able to create a new patient for orderless workflow

SOLUTION LEVEL IDEA:

Need solution to "Create" patient in an orderless workflow.

If site has a RIS, solution would be to create a new order for patient that no longer exists in PACS so that patient is created again when HL7 ORM is received through CCG.

If CPACS site, solution would be to use Exam Manager to create patient.

For sites that use an orderless workflow there is no way to create a patient in True Pacs.

Scenario:

--Site performed a Merge Patient by merging patient A (source) into patient B (destination).

Result:

-- Patient A no longer exists in PACS.

-- All studies for both patient A and B now reside under patient B.

Issue:

-- Since site is orderless (no CCG/HL7 interface), unable to "create" patient A by normal steps of entering a new order where HL7 message would cause patient to be created in PACS.

-- And no Exam Manager in True PACS as would be alternative solution for CPACS scenario.
