WFM Fluency integration: Differentiate saving report as draft

Please reference customer support case 10719298. When customer saves a report as draft in Fluency the WFM application marks the exam as dictated. Per L4 escalation they determined this is default behavior as it does not or cannot differentiate between saving the report as final or saving it as a draft. Please add configuration and/or logic so the WFM application can distinguish between the two.
