Ability to manage split screen layout from user or system level

For Spilt screen – manage layouts does not work, in this version the ability to modify the split screen layout from the WFM Admin portal is also gone. Customer would like either the user to have the ability to modify at the user level or restore the ability to manage the split screen layout from the System level.

User does not the ability to create custom split screen layout nor does the site at a system level. Would like to have the option to change the data that displays via splitscreen (This feature was available in earlier versions of WFM)
