Share "is user active" to WFM and 3rd party desktop application

This feature is to ensure all activity, regardless of viewer, reporting etc would generate keep alive, and notify third party as well(balance)

Workflow example:

This will avoid time out if the exam is loaded for long time, this is needed during surgery that the exam is displayed but there are no activities.

This will avoid time out for example if long session is done on a viewer, e.g. when HP are created and there is no actions in WFM

This will enable to notified third party systems and keep token alive also if action are not done in WFM but in Viewer or in the reporting system
