User-Facing Feature to Delete Studies [F11435]

We have many customers coming from UV/IW which allowed deleting studies from the Study List for various reasons. These customers are now on TruePACS which allows deleting studies but only from the EA Console. Technologists are requesting this feature be within Workflow Manager.
