WFM- IRCC: PDF enhancement - capability to view PDF that were previously previewed by same user [F15488]

user A is logged on workstation A and views some PDF document but does not close the exam tab
user A is logged on workstation B

On workstation A , user try to view the same documents again

Actual Result:
User cannot views previously viewed PDF document, instead see PDF not available error with a refresh button

When clicked refresh, User is logged out

Improve opportunity:
User will be able to view the PDF documents
