Ability to share non-inherited catalogues by only some organisations in multi-org

Use case details: As an administrator in multi-org setup I want to configure specific values in a catalogue to be shared by only some organisation. Currently the catalogue values can be shared by either all organisations or individual organisation may have their own individual value in the catalogue. The request is to share some values in the catalogue only by several organisations.

Feature/Requirement Details: The solution should enable the following example of assignment of values in the catalogue between organisations

Org1 contains these values in X ssf field catalogue: Value 1, Value 2

Org2 contains these values in X ssf field catalogue: Value 1, Value 2, Value 3

Org3 contains these values in X ssf field catalogue: Value 2, Value 3

Org4 contains these values in X ssf field catalogue: Value 1, Value 3, Value 4
