EA in promiscuous mode should add clients Dynamically

EA in promiscuous mode should add clients "on the fly" like the CPACS DAS does. DAS adds node aka client in promiscuous mode with the GEPACS profiling algorithm assigned.

This can be changed if needed along with other features of a Flamingo node.

The difference with EA V8.0 in TruePACS, clients would be added to a PACS Group which has some of the node features from CPACS as well as the profiling algorithm. Clients should be able to move to a different PACS Group if there is a need for a different algorithm and/or feature such as the Verify, Reference Only or Complete flag among other features.
