EA functionality to check alternate Incoming/Archived path when file not found in path specified by tblFile State.

Previously EA would check the alternate Incoming/Archived path if the file was not found in the path specified by the State column in tblFile. As of 4.0.23.4 this no longer works on Temp libraries causing the majority of retrieve attempts from this EA to fail. Failed studies can still be retrieved on an as-needed basis by manually updating tblFile for each study, however this is not practical for the dozens of retrieve failures the site is experiencing daily. The expected outcome is that returning the previous workflow logic will allow studies to retrieve normally.
