Add AIM configuration to allow limited Tag Morphing/coercion of optional tags

Description

CPACS can ingest DICOM images with invalid tags. A common example is "outside" studies that contain some combination of the following private tags: FFFE, FFF1 or FFFE,FFFA or FFFE, FFFE. These images cannot be displayed in CPACS and also fail to archive and cannot be sent out of PACS and not only are useless but now create the problem of archive jobs which are failing and are "trapped" studies consuming space and failing to display. From the customer point of view, this is a CPACS failure to display and archive and can prevent upgrades to TruePACS due to failed archive jobs.

If these tags are manually edited to change the group to the GE private group of 7FD1 instead of FFFE, then they will archive without these tags and will display.
If AIM could be configured to ignore these private group FFFE tags and archive the study without these tags, then when the images are flushed offline and retrieved they will now display and can be sent out of PACS successfully.

Essentially, this would be using AIM to perform limited Tag Morphing of optional DICOM tags.
