Increase the limit of 40 character for patient name on True PACS ims patient table

The patient names can be longer than 40 characters. Currently they system truncates the characters more than 40 and it is a quality issue. It should be the same of EA db tbldicomstudy for 0010,0010 field where it is 192.

    This idea is duplicate of following ideas. Not sure how many more it'll take to get response.
